The Future of the European Union: French and British Perspectives

This seminar, held at the Banque de France in Paris, provided a timely opportunity for discussion between leading figures from France and Britain following the friction which had developed between the two countries over the crisis with Iraq. A distinguished group of Members of Parliament, peers, academics, journalists and policy makers met to discuss the consequences of this crisis, policy areas within which the two countries might co-operate and a review of measures designed to develop European Institutions. The main speakers were Stanislas de Laboulaye, Timothy Garton Ash, Renaud Donnedieu de Vabres, Quentin Peel, Pierre Ménat and Lord Hannay. The report, written by Jean-Marie Le Breton, provides a detailed record of the discussion quoting from each delegate and includes a summary by Maurice Fraser of the many areas of agreement between the two countries which include:
  • A common analysis of threats to international security.
  • A shared belief in the urgent need to address threats posed by terrorism and nuclear proliferation.
  • A belief in the need to develop military co-operation by means of greater intelligence sharing, collaboration on research and development and stronger political leadership.
  • A joint welcoming of the concept of a new treaty for the European Union.
